Some of our homeowner have reported that they have received a letter from The San Diego Environmental Services Department regarding Residentail Waste Collection Services.

 

A preliminary City analysis had incorrectly indicated that some properties within Mesa Village HOA qualify for City-provided service. These properties received a mailer from the City titled, Important Notice: Your Property is Now Eligible for City of San Diego Residential Waste Collection Service.  Further review revealed that because these properties are part of a housing complex where some of the properties do not meet the City’s eligibility requirements, none of the properties within the housing complex are eligible for City service. Because your property already receives waste collection service from a private franchise hauler, no action is required. All residences within Mesa Village HOA should remain with their private Franchise Hauler and the City of San Diego will not deliver any containers.

Good morning everyone,

Thank you for your questions and for sharing more details about the situation. I’m currently checking in with our policy team, and we’ll be reaching out to the Environmental Services Department to get additional clarification for you all.

The department took an overly cautious approach and included all households that could be eligible—such as those on public streets—even if they currently use private trash services. That said, we’ll work to ensure that none of the homes in your HOA that received a mailer are ultimately charged for City trash services and can continue with your private hauler without interruption.

 

I’ll follow up as soon as I have more information to share. The Council will be voting on this on June 9, so we have some time to get this clarified.

I wanted to make you aware that there has been a delay with Goenumerate mailing and emailing the Monthly Statements for April. On March 12, 2025 we received an email from Ashley Mills with Enumerate letting us know that the statements would be starting sending out the statements for April. On March 28, 2025 one of residents enquired about not receiving their statement yet. I reached out to Vishnu Sharma with Enumerate and he sent me the following:

As of 10/28/2024 77% of our homeowners are now Zinsco free in their homes. With Greenford drive being the separator, the East side is 79% free and the west side is 75%. Keep up the good work.

10/8/2024 Both our office and Enumerate's offices have been flooded with calls and visits with homeowners. Please read throught the information below as it should answer many of your questions and know that contacting our office will only lead to the same answers. If you wish to pay the emergency assessment monthly, please contact enumerate at 800-414-9455 or send an email to  Audrey Muse (amuse@goenumerate.com) and request to be put on the 12 monthly payment of $71. (I recommend emailing, as they have had a high volume of calls.)

As of 10/8/2024 65% of our homeowners are now Zinsco free in their homes. With Greenford drive being the separator, the East side is 63% free and the west side is 67%. Keep up the good work.

The Association has been working various contractors and SDGE since the begining of the year. We have been dilegently trying to obtain bids from contractors as well. There are  a total of 178 main electrical panels in the common area. 68 of these panels are Zinsco panels.(34 Courtyards out of 89). While we have been successful and were able to obtain emergency acceptance work orders from SDGE for 59 of these panels and are working on gaining this for the remaining 9. Luis with Top Line Electric will begin replacing the main electrical panel in court 2 which services 6 units. Once a service date has been established which requires permits and scheduling for power disconnects and reconnects with SDGE, and coordinated with the city permit inspector, notices will be posted and mailed to the residents/owners.

By now you should have received your ballots for this years annual meeting. Please be sure to send them in right away to avoid the upcoming robo calls reminding you to do so. If we are unable to establish a quorum and the meeting has to be rescheduled, then this will lead to an increase in costs to mailings. RESOLUTION FOR EMERGENCY ASSESSSMENT

 

WHEREAS, the association has experienced an insurance premium expense far exceeding what has been budgeted and what could reasonably have been anticipated, the Board has voted to levy an emergency assessment.

NOW, THEREFORE BE IT RESOLVED that, in compliance with Civil Code Section 5610(c), the Board will levy an emergency assessment of $844 per unit, to cover the shortfall in insurance premium for FY2025.  This emergency assessment will be due 30 days from the date of notice.  For those who cannot pay the lump sum of $844, an additional monthly amount of $71 will be applied to the regular monthly assessments.

The insurance policy has been renewed for the year in accordance with the CC&R, Lender and Civil Code Guidelines for Community Associations.  

 

Coverage is for 100% replacement with special forms.  The Certificate is pending and will be available shortly for lenders.  There is no need to have any escrows cancel or forced placed insurance as coverage for Mesa Village is in force for 2024-2025.

Feedback from some of the contractors below:  Scheduling is about a week out. There is a permit process as well but they have reported that the job typically takes up to 8 hours without electric. There are different variables that can effect this depending on the location of your panel and whether it needs to be turned around or relocated.

What is an acceptable replacement?

 

The contractors will be able to let you know what size and brand panel is an acceptable replacement for your home.

 

How can your contractor or owner gain access to the main breaker outside?

The meter rooms are locked with an SDGE key. Most electricians have this key but if they do not then you can contact the monitors at 858-442-5431 7 Days a week from 9AM-1AM. You can also come to the office during our open hours M-F from 8AM-3PM to get a key. (Closed for lunch from 12-1PM). We also have an information flyer on how to access your gas, water and electrical shut off.

 

What about the Main Panels in the Meter Rooms?

There are a total of 178 Meter rooms in the Association with a main panel in each meter room servicing between 2-4 meters, Of the 178 main panels, only 68 that have Zinsco Panels, with the majority being Murray and 1 Eaton panel. We have been working with SDGE and Contractors and are in the process of located suitable replacement panels to match the like for like based on the requirements set by SDGE and the Emergency Acceptance guidelines that we have obtained from SDGE/Asplundh which has been a very complicated process but the Association is making progress and will continue to update the owners with future progress.

Information About Zinsco Panels That can be found with a simpe google search:

Zinsco electrical panels, also known as Federal Pacific or Zinsco Sylvania, can be a fire hazard due to their faulty design. These panels were installed in homes from the 1950s to the 1980s and many are still in use today. As time passes, the panels can overheat, melt, and arc due to increased electrical demands. This can cause the components inside the breakers to burn out, preventing them from tripping and leading to a fire.

All homeowners need to send a picture of their address and a picture of their electrical panel inside the their unit to zinsco@mvhoa.org . 2/14/2024 Our ISP AT&T (Internet Provider has recently informed us that they are doing away with their DSL services in the next 30 days. We have had to change providers and in the transition have found out that att.net is currently blocking our emails. We have reached our to AT&T and are waiting for a resolution. We are not aware of any other domains that are being blocked but hopefully this will be resolved soon.

Some homeowners have contacted the office regarding a recent email that was sent out by goenumerate, formerly Mission Association announcing a new feature allowing homeowners to access their assessment account online. The is a legitate feature now being offered. If you did not get an email and are interested in this feature please contact enumerate at 800-414-9455.

Waste Collection Service Day is Changing to Mondays effective Monday, May 15, 2023!

 

This is an official notification regarding the waste services provided to residents in the Mesa Village HOA community. Pickup days for trash, recycling, and organics are being adjusted in Mesa Village HOA’s area to align waste service pickups on the same day. With more communities sharing the same service day, it will create a more efficient pickup schedule with the goal of reducing missed pickups and providing an improved customer experience. Beginning the week of May 15th, Mesa Village HOA waste collection will occur on Mondays.

 

Please ensure that trash, recycling, and organics carts are placed at their designated pickup area for service on Mondays starting May 15th. The Republic Services operations team will conduct additional pickups the following two Tuesdays (May 16th and May 23rd) upon the start date of Monday pickups. This measure will be taken to make the transition easier for the community and accommodate residents who did not set out their carts on Monday.

7/30/2022 We are seeing a large volume of food waste bins out on in the common area however, service for the food waste bins is not scheduled to begin until August 2, 2022. This information was posted below and is in the information sheet that is linked below and  included in the information sheet that was mailed out to all of our residents July 12. We have spoken to Republic Services and they are going to send a truck out later today (Friday July 29) to service the food waste bins that were put out early but it will not be until late this afternoon. Please be sure to return your bins to your units this evening. Regular service for the food waste bins will begin August 2, 2022

7/26/2022 Here is some additional information as to what can be put in the Food Waste Bins. Once Republic services has additional stickers for the food was binds, they will apply them on to the bins when they are out for pickup. They anticipate have new stock of stickers on July 29, 2022.  
7/20/2022 REPUBLIC SERVICES UPDATE  REGARDING THE NEW FOOD WASTE BINS

Republic services distributed the food waste bins yesterday however, some of them did not have the food waste sticker on them. This caused some confusion as to whether or not these are for yard waste. They are not for yard waste only food waste as indicated by the flyer that was mailed to all of our residents and posted on our website. They expect additional stock of food waste stickers on July 29th and will look to put them on the food waste bins begining August 2, 2022. Once we have additional information on the food waste sticker and how they will be distributed we will update the website.

7/12/2022 REPUBLIC SERVICES UPDATE  REGARDING THE NEW FOOD WASTE BINS

Republic Services will be distributing the new food waste bind on July 19, 2022. Service for the food waste bins will begin on August 2, 2022. The new cans will be left in front of your court yard and should have your address on it. Please return them to your unit. For more information and what can be placed in these bins please Click Here for more information. A mailing has also been mailed out to all of our residents with what can be put in the cans.

THE BAYWOOD POOL/RECREATION FACILITIES AND OFFICES WILL BE CLOSED FRIDAY, MAY 20th, 2022

This is a PLANNED POWER OUTAGE in preparation to change over the main power line to accomodate finishing a part of the on going solar project. The Pool and Facilities should be able to be re-opended in time for the weekend. The Association Offices will re-open on Monday. The monitors can be reached on their phone at 858-442-5431. Please note, that this is subject to change due to reasons beyond our control.

The Baywood pool is scheduled will be closed on April 11 through April 15.  The pool is being drained and refilled to lower the total dissolved solids levels in the pool.  The Flores pool will be open and heated for residents to use.  The Baywood pool is expected to be reopen on Friday the 15th.

Parking rules in the community are no different than the local city rules and vehicle code. Your Rules and Regulations Handbook has a detailed explanation. The Rules and Regulations Handbook is available in the office or the Associations Website at www.mvhoa.org

  

1.       All vehicles parked in the Association must be operable and displaying current registration for street use.

2.       Carports should be utilized by residents for parking before parking in the common area.

3.       72 hour parking is enforced to help deter the storing of vehicles, help identify stolen/abandoned vehicles, deter loiterers from trespassing and/or sleeping in vehicles on the property, deter other criminal activity while also allowing residents to have fair access to the open parking in the common area. The monitors mark the ground to determine if a vehicle has been moved.  All vehicles must be moved a minimum of 100 feet from the area they have occupied for 72 hours. Monitors also photograph the streets so we have a visual record.

4.       Towing: Once a vehicle has been issued 3 violations it is subject to be towed by the Association (Western towing).  (There have been stolen vehicles left on the property.)

5.       Oversized vehicles longer than 25 feet are not allowed.

6.       Recreation vehicles, including trailers must apply at the office for permits and be parked in designated areas.

7.        Long term parking permits are available at the office. (More information including an application is available on the Associations website at www.mvhoa.org)

Reminder to our residents who are considering doing some work in or around the house. If you are looking to  place items not normally allowed in the carport for a period of time please let us know atleast two working days prior to starting the work. In your email please include your property address,  the start date and end dates as to when the items will be in the carport along with a description of the items and work to be done. The office can give permission for up to 14 days at a time  and this can be renewed up to 28 days in total in a 365 day calendar. Send your email to  mvhoa@mvhoa.org.

I spoke to Alex again and he is trying to get this corrected. However, if they do not make it out today to finish then our crews will empty the remaing black bins on Derecho and court 63 on Friday.

Hello, This is Bill Bond, the manager of Mesa Village Homeowners Association. 

This message is to inform and update the residents on our pickup waste service.  As you may know, the waste service company that we have contracted, Republic Services, is currently on strike.  Negotiations are in progress, however there is no clear answer to when this strike will be resolved.  Therefore, any bagged trash that could not fit in your trash container will be pickup tomorrow by our maintenance staff. Any trash bags must be placed at the curb for pickup by 11:00am on Thursday the 30th.   The trash containers can remain at the curb until Republic Services resumes their service.

   

Rest assured, the Association is trying to resolve this problem and will continue to do so.

 
12/28/2021 Alex Carrillo with republic services has informed the Assocation that they have been flying drivers in and have begun to pickup garbage throughout San Diego. However there is no ETA as to when the Association will be serviced and to continue leaving your cans at the curb and over flow in garbage bags at the curbs as well. For those that are able to self-haul their garbage, Chris Nevelozo said this is possible by  presenting your ID at either their Sycamore or Otay landfill locations. Please ensure that you state that you are association with Mesa Village Homeowners Association.

All residential and commercial routes services has been temporarily delayed due to an unanticipated work stoppage. Residents can use plastic bags for any extra trash material and we will collect the bags on the next regular scheduled pick up. 10/30/2020 October 2020 Bylaw Voting Results

After 8 months, the ballots for the Bylaw updates were counted at the October meeting.  State law requires over 50% of home owners to approve the revised bylaws.  That would be 270 ballots for approval.  The final count came in at 264 in favor, 6-short from passing.  Even though 92% of homeowners who voted were in favor, the initiative failed and the HOA will continue to operate with Bylaws over 20 years old and not in compliance updated state law.  The board thanks those homeowners who submitted ballots (54%).  With the annual election upon us in December, we ask again, please return your ballots.  We must receive a quorum, or the election process will be delayed.

COVID-19 UPDATE REGARDING WEEKLY GARBAGE SERVICES

Until further notice we will be operating under the following guidelines:

 

  • We will accept cart contents only. Drivers will not be authorized to leave their vehicle to pick up waste outside of the cart.
  • For customers who do not have carted service, we will accept waste placed in bags only. Bags cannot exceed 50 pounds.
  • Yard waste and bulk waste programs will be suspended.
  • We may need to use alternative disposal methods if there are disruptions to recycling processing capabilities or if recycling contamination increases. It’s important to keep waste out of your recycling container.

Association’s Policy on the use of Roundup.

 

Roundup is currently an approved product of the EPA to control and kill weeds and is widely used by professionals in the landscape industry. There is currently no other real commercial substitution. However, the Association uses this product as minimally as possible and is diluted to the proper application uses written in the instructions. The Association uses it in sidewalk cracks, asphalt cracks, rock and mulch areas and in preparation of installing rock, mulch and new lawns which has been recommended by the Sod Guys, Acacia Landscape and other professionals in the industry.

Coyote Sightings

 

Some of our residents have reported that they have seen coyotes roaming the Association grounds. Here are a few precautionary steps to take to protect yourself:

 

¨ NEVER feed coyotes

¨ Remove coyote food sources such as trash, fruit and pet food from the environment.

¨ Keep small pets inside from dusk to dawn or in safe enclosures.

¨ Never leave young children unattended in yards or parks.

¨ Harass coyotes with loud noises - clapping hands, yelling, throwing rocks at them and waving your arms to create fear.

¨ Call the local department of Fish and Game at 858-467-4201.

From The Presidents Desk

This short article has been put together for the benefit of those of you who are readers of the online “Mesa Village/Walker”.  For those of you who are not, it does not apply. 

First let’s make it clear that the Mesa Village/Walker is neither associated with nor sponsored by Mesa Village Homeowners Association.  Similarly, www.mesavillages.com is also not associated with nor sponsored by Mesa Village Homeowners Association.  The only official Mesa Village Homeowners website is www.mvhoa.org. 

Some weeks ago, a disgruntled resident of Mesa Village found it necessary to put forth, in the Mesa Village/Walker, some information which is blatantly false.  It is our intent here to set the facts straight concerning these allegations. 

First.  It was claimed that $75,000 was spent to correct a crabgrass infestation.    No such expense or budget item ever existed.  Crabgrass in our lawn areas has been an ongoing battle for years.  Until we get out from under the current watering restrictions, our lawns will suffer.

Second.  It was claimed that $7000 is spent yearly for employee Christmas party, holiday bonuses, and union breaks.    The total for the employee Christmas party and bonuses averages approximately $4300 per year.  Considering that this is shared between 538 homeowners and divided by approximately 20 employees, it works out to be about 40 cents per employee from each homeowner.  Our workers are not union.  Yes, our workers take breaks, as is required by state labor laws.  They work long, hard hours in all weather from cold rainy days to hot summer days of 100 degree.  Theirs is a tough, demanding job and some homeowners do appreciate their effort to keep our village a nice, pleasant place to live.

Third.  It was alleged that the clock tower, (landmark) is now gone due to neglect and faulty maintenance by the president and management staff.  As most of you are probably aware, the clock tower had become severely termite damaged over the 40 years it was standing.  As it had become unsafe, a poll was put to the homeowners asking what should be done.  The options were basically to rebuild it or take it down.  Due to the excessive cost of a rebuild, the result of the poll was to take it down.  Therefore, in accordance with homeowner wishes, it came down.  The result was leaving an increase in deck space around the Flores pool.

Fourth.  It was alleged that management neglected plumbing at the pools.  Pool maintenance, including pumps, plumbing, bottom surfacing, electricity, fencing, locks, furniture etc. remains one our larger budget items each year.   On average, approximately $15,000 per year goes into upkeep of our pools. 

Neither management nor the Board would pretend that everything in our HOA is perfect.  As in all endeavors conducted by humans, there will be errors and mistakes made along the way.  When brought to our attention, all efforts will be made to remedy them.  The landscape committee has provided some valid recommendations to the Board over the last six months.  As a result, upgrade projects are underway.  A search has been launched for a professional, certified landscape supervisor.  The Board has clearly endorsed an initiative for improvements to our grounds.  As with other similar projects, budgeting will be the limiting factor controlling the speed at which upgrades can be accomplished.  It has taken the Board approximately 7 to 8 years to bring the finances of the association from one of indebtedness to sound financial footing with approximately 80% funding.   This was done without any increases in assessments, other than when the city stopped providing trash pickup and homeowners had to assume that cost.  Financial strength of the HOA is a major factor not only on property values, but it also affects the ease of being able to buy or sell.  The Board will continue its fiduciary responsibility of maintaining our financial soundness as we move forward.

·        NEVER feed coyotes

·        Remove coyote food sources such as trash, fruit and pet food from the environment.

·        Keep small pets inside from dusk to dawn or in safe enclosures.

·        Never leave young children unattended in yards or parks.

·       If followed by a coyote, make loud noises. If this fails, throw rocks in the animals direction.

·       Call the local department of Fish and Game at 858-467-4201.

What do I need to do to get a Mesa Village Pool Card?

A Valid Mesa Village ID Card can be obtained easily but it can only be issued by the Mesa Village HOA Office. To be eligible for a pool card you must meet the following requirements. (See Below)

You must be a resident of Mesa Village Homeowners Association.

One of the biggest complaints that the Association receives is about the pool's. Some of the biggest complaints is about people using the pools that do not live in the Association. The Association continues to make every effort to make sure that our residents are able to enjoy their visit to the pool. Many of you have seen this effort first hand.

The Mesa Village Monitors are actively monitoring the pool areas. Part of this process is to check to make sure everyone in the pool area has a valid Mesa Village Pool Card or that they are accompanied by someone with a valid Mesa Village pool card.

·       Current imprint/decal on card.

REFUSE PICKUP—CLASS ACTION SUIT

 While the Association has made arrangements with Allied Waste to begin garbage pickup on July 1st, the Association has also joined in a class action suit against the city. We will update our website as more information becomes available.

Mayor Jerry Sanders calls for end to water restrictions.

The Association has began increasing the days that the Association waters to help maintain the lawns. We will continue to make every effort to conserve water. If you see excessive water going down the gutters, broken sprinklers or areas in the Association that seem saturated please contact the office at 858-566-0244 ext 4. Along with continued efforts to save water, we will be applying fertilizer to the lawns the Monday, June 6, 2011.

 

 

 

 IMPORTANT INFORMATION REGARDING

CURB SIDE GARBAGE PICKUP

Mesa Village, along with many other homeowner associations in San Diego, received a letter from the City in February exercising their right to terminate a hold harmless agreement with the Association and will no longer provide refuse and recycling service to units located on private streets effective July 1, 2011. Managers Report for March 2011

The rainy weather the past two months has slowed down some of our ongoing projects throughout the complex.  The maintenance crew and the roofers have been busy repairing units and resolving water leak problems. There have been a total of 19 water leaks to units since the beginning of January. None of the leaks were from the composition roofs.  The reported leaks included 8 units that  flat roof leaks, 5 outrigger and/or blocking problems, 2 roof vent leaks, and the remaining leaks were from siding. 

 The siding project progress has been the hardest hit as a result of the rain the past two months.  Nevertheless, the weather has improved the last three weeks and roofers have resumed the task of replace the siding on the units.  The Board’s projected plan is to complete the siding replacement on the remaining model 10-series units within the next two years.  The Board has set aside a total of $382,980 in reserves funds in FY2010 to re-side 57 units and replacing the flat roof on approximately 20 units.  So far in FY2010, MRP Roofing has completed the re-siding of 21 units and has replaced the flat roof on 10 units, which has cost the Association $141,976 so far this year. 

Painting is a continuous project throughout the year, although the rains did delay the maintenance crew in repairing the courts before the painting. However, the maintenance crew did manage to complete the repairs on court 67 and is now working to repair court 68 for painting.  We have only three more courts that remain to be painted in the Association with the current color schemes. 

As you may know, the Baywood pool has been recently reopened after two months of renovations.  During this time, the pool deck, handrails and, depth markers were replaced.  In addition, new drains were added to the pool decks and sections of the fence were repaired and painted.  After the demo and removal of the deck, we found that three of the skimmers and several of the pipes needed to be repaired.  Nevertheless, the renovations to the pool are completed and the pool is now open for residents use.  The total cost for the renovations was a little over $42,000.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Recently I had a new resident ask a few really good questions. So I figured I would post some of these questions and answers below for your benefit.

Q. Do the HOA Fees come as a monthly bill, and when is it mailed?

A. Mission Association mails out statements to the homeowner usually around the 20-23rd of the month. The monthly assessment is due on the 1st, but is not considered late unless it is not received by the 15th of the month.

Q. Who should I contact regarding billing information?

A. Mission Association can be reached at 1-800-414-9455. They can assist you with any billing problems or questions.

Q. What are the rules specific to washing my car?

A. You are allowed to wash your car in your carport. Please use caution when doing so. Washing your vehicle everyday can cause damage to the asphalt with an over abundance of watering. So try to be conservative with the water.

Q. I want to change my window coverings and I was wondering what a neutral color is?

A. Neutral usually means without color. Neutral colors such as beige, ivory, taupe, black, gray, and white appear to be with out color.
